本文就是立足於此，以法理學為指導，從法律體系自身理論結構的角度對我國公共衛生法律體系的基本內涵、特徵、功能（作用）等進行分析，並基於我國目前公共衛生律法現實提出構建我國公共衛生法律體系（框架）的設想，以期為建立並完善我國公共衛生法律體系，以法規規范公共衛生活動，實現社會公共衛生管理的法制化提供裨益。
