由於各國具體情況的差異，在證券市場國際化進程中所面臨的法律問題以及解決問題的方法也大相徑庭，為了便於比較，筆者以一國在推行證券市場國際化時是否具有完善的證券法律體系為依據，將所有國家劃分為成熟證券市場國家和新興證券市場國家，並以各國證券市場國際化的立法以及監管模式的選擇為考察對象對這兩類國家作了比較研究，總結出以政府監管（以立法方式）為基礎，自律管理為輔助的證券監管體系是當前應對證券市場國際化最有效的監管模式。
