本課題採用計算機網路、分散式多媒體數據庫、語音信號處理和計算機圖形學等技術，運用「非投入」式虛擬現實技術方法，通過對無線電監測工作中電磁環境、接收機和錄音機的模擬，實現了無線電監測人員工作環境的虛擬，從而使參訓人員投入到與監測工作實際相近的訓練環境、達到與實際監測工作相同的訓練效果。
