於是昆明市城市發展將幅射全省，擔負起促進雲南城市化進程、推動其他中小城市興起的艱巨歷史使命，本文在對世界城市發展趨勢及我國城市目前的現狀，以及昆明城市發展面臨的機遇、國際環境與存在的問題進行分析之後，從宏觀體系和具體運作機制方面提出了按一座主城、三座次級城市、縣城和20座衛星小城鎮的城鎮體系布局，構建網路城市，重點規劃發展安寧、宜良、嵩明三座次級城市，並疏散部分主城的產業和分解城市功能。 -
