To make the incubation centers even more functional, so that their entrepreneurial and innovative guidance could come into full play, the moea planned a series of business start - up supportive guidance activities in 2002. these included contests for start - up businesses, technology exchange expos, classes on innovation and business start ups, and consultancy services on how to start a business, etc. it was hoped that, combined with the existing incubation center mechanism, these efforts could beef up guidance work for smes in regard to the challenges of their initial start period and establish a sound incubation platform with the ultimate goal being to inject new vigor into the present economic climate
