研究的總體思路是：總結、歸納已有研究成果，探討土地資源可持續利用的基本范疇，構建實證研究和政策運用的理論基礎；在理論體系的指導下，系統考察該縣土地資源開發利用的自然及社會經濟條件、土地資源特徵、利用現狀，揭示該縣土地利用存在的問題及其後果；從自然、經濟、社會三個方面系統分析了各種土地利用類型的生產、開發潛力，並對多種土地利用類型做了用地需求量預測；進一步深入剖析了影響土地資源可持續利用的因素指標，從而建立了指標體系；在此基礎上，採用綜合指數法和單指標多角度評價法就酉陽土地資源的可持續利用作以評價；最後，提出酉陽土地資源可持續利用的戰略構想和切實可行的對策、建議。
