摘要作者在理解和認識「自主創新」和「國家創新能力」兩個概念的基礎上，探討了「國家自主創新能力」的內涵，並提出了國家自主創新能力評價指標體系，將國家自主創新能力分解為國家自主創新的投入能力、國家自主創新的產出能力、國家自主創新的擴散能力和國家自主的支撐保障能力四個一級指標，且將一級指標細分為十六項二級指標。
