隨后本文分析了我國實施混業經營的制約因素，指出由於現有的政治、經濟、法律、科技水平等因素的制約，由分業經營轉變為混業經營應該是一個逐步過渡演化的過程，於是，本文最後提出了我國國有商業銀行走向混業經營的漸進式發展戰略，這也是本文的一個創新點。
