本文運用了比較研究法、歷史研究法、系統研究法、理論與實踐相結合研究法，從對中國傳統社會保險制度分析入手，對中國社會保險制度改革進程及現狀進行了深入研究，分析了我國建立傳統社會保險制度及改革現行社會保險制度的理論依據，通過借鑒國外社會保險制度改革的經驗與教訓，提出了完善我國社會保險制度的對策建議。全文共分四部分。第一部分，介紹我國傳統社會保險制度的創立與發展的歷程，分析傳統社會保險制度存在的主要問題，並指出了中國傳統社會保險制度的理論依據。
