當前有關金融監管適應性的研究成果不為多見，理論上也缺乏對金融監管適應性的系統論述，第一部分首先對金融監管適應性進行了必要的概念解釋和內容界定，筆者從一般意義上將「金融監管適應性」定義為，在一定的國際和國內金融經濟環境下，一個國家（或地區）的金融監管體系對金融環境的適應程度和應變能力，從金融監管體系的具體組成因素角度出發，則是特定時期的金融監管目標、原則、方式、手段及內容與金融環境適應性、協調性的綜合反映。
