在現場查勘的基礎上，通過對丹江口水庫和小浪底水庫攔沙初期下遊河道演變、排洪能力變化特點的對比，分析了黃河下游防洪面臨的新形勢:小浪底水庫攔沙初期，下遊河道發生沖刷，但艾山以下窄河段沖淤變化不大，近年來形成的淤積萎縮的狀況難以很快改觀，游蕩性河段調整劇烈，工程出險機遇增大，河道水位流量關系中水流量以下部分同流量水位明顯降低，中水流量以上部分水位降低幅度可能會明顯偏小，防洪形勢仍不容樂觀。
