    本文從我國的國情出發，全面分析了我國高等農業院校科技成果很多，但是資源分散，沒有形成合力，推廣力量薄弱、手段不足，高校之間缺乏緊密溝通與合作的現狀和問題，結合我國農業科技信息系統發展建設歷程和現狀，提出了運用網路信息化手段以「高校聯盟」的形式和分散式的方法集成高校農業科技教育資源的對策，即建立「高校農業科技與教育網路聯盟」信息平臺，並通過系統分析、系統設計和系統實現的研究和工作，初步構建實現了分散式高校農業科技資源集成系統。
