Where the competent authority determines that it would not be reasonable or practicable at the present time to apply certain details of the code referred to in article vi, paragraph 1, to a ship or particular categories of ships flying the flag of the member, the relevant provisions of the code shall not apply to the extent that the subject matter is dealt with differently by national laws or regulations or collective bargaining agreements or other measures

各成員國應要求懸掛其旗幟的船舶攜帶和保有一份海事勞工證書，證明該船舶上的海員工作和生活條件，包括本規則第4款所述的海事勞工符合聲明中所包括的持續符合措施，已經過檢查並滿足國家法律或條例或其他實施本公約之措施的要求。
