文章大體分四個階段介紹了湖南報刊發展的態勢： （一）湯薌銘主湘時期（ 1915年9月- 1916年7月）的湖南報刊：仰承袁世凱鼻息，發展緩慢； （二）劉人熙、譚延閩第二次督湘時期（ 1916年7月- 1917年9月）的湖南報刊：一度趨于活躍，但為時甚短，影響不大； （三）傅良佐、張敬堯禍湘時期（ 1917年9月- 1920年6月）的湖南報刊：呈現勃興局面，影響深遠； （四）譚延?第三次督湘、趙恆惕主湘時期（ 1920年6月- 1921年10月）的湖南報刊：時起時落，漸漸失去鼎盛時期的鋒芒。
