    （二）向境外購買貨物，貨物直接來源於區內的，除提供本條第（一）項所需憑證和商業單據外，還需提供正本出口貨物報關單或者其他海關監管憑證、境外企業與區內倉儲企業簽訂的倉儲合同或者協議、區內倉儲企業出具的貨權屬于境外企業的證明等辦理。
