本文的基礎性論述沿兩條線展開：一是對「濱水區」的特點及設計要素進行分析，目的是使其空間特點能夠反映出「濱水」這一特殊的自然和歷史的背景；二是對「公共空間」存在的理由和細微之處體現出的共性作了嘗試性的探討，目的是要為空間引入場所精神，也就是把「人」這個至上的要素加以強化。
