本文以江蘇東海地區為個案，按照水平流動和垂直流動的分類對其鄉鎮中學教師的流動進行分析，從經濟、管理、心理等幾個方面深入地挖掘其原因，並借鑒國內外教育和一些企業的先進經驗，嘗試著提出如何實現經濟欠發達地區鄉鎮中學教師合理流動的對策。其中包括：切實提高教師待遇、政策向農村教師傾斜、構建教師人才市場、完善教師聘任制度、建立靈活多樣的用人機制、實行教師定期流動等。
