解釋延誤-
Should either of the parties to the contract be prevented from executing the contract by force majeure, such as earthquake, typhoon, flood, fire and war and other unforeseen events and their happening and consequences are unpreventable and unavoidable, the prevented party shall, by cable, notify the other party without any delay, and shall, within 15 days thereafter, provide the detailed information of the events and a valid document for evidence issued by the relevant public notary organization for explaining the reason of its inability to execute or delay the execution of all or part of the contract
如果合同一方由於不可抗力因素而不能履行合同，比如地震、臺風、洪水、火災、戰爭及其他無法預見的事件，其發生和後果也無法阻止、無法避免的，該方應立刻以電報通知對方，並在其後十五天內提交公證機關出具的詳細的事件描述及有效文件，用以解釋其無法履行合同全部或部分條款的原因。
