本文認為通貨緊縮是指物價的普遍、持續的下跌，當通貨膨脹率持續低於自然通貨膨脹率（ naturalinflationrate ）或者生產資料價格持續指數（ ppi ）負增長達到一年以上，就可以斷定經濟中出現了通貨緊縮的前兆；當物價指數出現負增長六個月以上，就說明已經發生了通貨緊縮。
