本論文以連雲港市為典型，利用經濟學原理，把城市土地資產的所有者和處置者? ?政府放在一個「經濟人」的角度，盡力拋開「管理」土地的慣性思維，不僅把城市土地看作一種資源，更看作一種資產，進而成為一種特殊的商品，提出全新的對城市土地資產進行經營的理念，同時分析城市土地資產經營與傳統意義上的一般商品經營的區別，以尋求市場經濟條件下城市土地資產處置的合理定式，促進市場經濟的健康發展。
