本文對低地球軌道（ lowearthorbit ， leo ）衛星通信系統中的切換與通道分配策略作了較為深入的研究，將切換與通道分配、資源預留等因素綜合考慮，採用合適的切換演算法來降低呼叫阻塞率和切換失敗率，提高資源利用率，從而改善系統性能。
