根據國際經驗和我國現實情況，中國要有效的應對加入wto后的各種挑戰，抓住機遇，加快發展，必須重新定位政府的作用，轉變職能，克服自身的弊病，這是此篇論文的寫作目的。從全能政府向有限政府的轉變，真正履行「小政府、大服務」 ， 「小政府、大保障」的功能;政府應嚴格把握市場經濟和wto規則的要求，從微觀經濟的行政干預向宏觀調控的轉變。通過政府職能的轉變，構建一個新型的政府，使我國更好的融入到經濟全球化的浪潮中。
