論文基於相關理論（產業經濟學、區域經濟學、系統工程學、信息系統學等）的思想，並結合外部調研的數據，運用比較分析和歸納的方法界定了產業轉型的廣義概念，提出產業轉型的一般流程；指出產業轉型環境分析的概念及必要性，在大量事例的基礎上總結環境要素，構建定性的環境評價體系；應用系統工程理論與地理信息系統理論，介紹定量的評估方法；最後從西部產業的實際情況出發，應用產業轉型環境評價體系，評估目前西部產業轉型環境要素的支撐能力，找出關鍵要素，並給出相應政策建議。
