本文以公共物品理論為基礎，結合契約執行的制度安排和委託代理理論對內資bot進行了研究：首先對我國基礎設施供給不足這一大背景進行了展示，指出外資bot模式在我國應用的局限性，從而導出了內資bot運用的必要性和可行性；然後通過對bot在發達國家（地區）和發展中國家應用的對比分析，在得出一些經驗教訓的同時再次突出了採用內資bot的必要性、可行性和重要性：接下來，對內資bot在我國應用的現狀進行了介紹並指出制約其廣泛應用的障礙和運作中存在的問題；此後對這些障礙和問題產生的原因進行了分析；最後在此基礎上得出研究結論並給出相應的對策建議。
