By the institutional - analysis tool of new institutionalism, this article will try to arrange the research on the social capital theory, define the meaning of social capital, and build a relation between social capital and modern state institution building, so that it will give an explanation on the difference of state institutional change performance in each society. consequently this article will make the research and appliance on the social capital in the area of political science advance toward a higher stage, and enlighten our thinking about much problem on the modern state institution building of our nation
本文試圖運用新制度主義的制度分析工具，在理清社會資本理論研究的脈絡基礎上，對社會資本的內涵作出系統的界定，嘗試發現社會資本和現代國家制度構建之間的互動關聯，解釋造成不同社會國家制度變遷績效差異的原因所在，進一步推進社會資本理論在政治學領域的應用和研究，並啟發我們對我國現代國家制度構建諸多問題的思考。
