為了正確全面理解和認識電力彈性系數及其變化規律，本文對1950年以來特別是近30年來全國和雲南省逐年電力彈性系數進行了計算，對電力彈性系數的波動性、時段局限性以及影響電力彈性系數變化的因素做了深入分析，對用電力彈性系數預測電力需求的方法做了綜合評價，並對電力彈性系數取值提出了建議。
