另外政府所推行的吐露港污水輸出計劃也使觀塘避風塘的溶解氧逐步提高。吐露港污水輸出計劃是將吐露港區內經沙田及大埔污水處理廠處理過的污水經管道通至觀塘避風塘上游的啟德明渠排放，從而增加了明渠的流量，也提高避風塘的溶解氧水平。
