中國是世界上人口最多的國家，保障中國糧食安全對中國乃至世界經濟發展和社會穩定都是至關重要的。近年來，伴隨中國工業化進程，糧食生產賴于保障的水土資源持續向非農部門轉移，引起了世界各國對中國能否保障糧食安全的大討論。原有的對糧食安全的研究常常是農業部門的不考慮水資源的平衡關系，而水利部門又沒有根據糧食需求、糧食貿易等其它經濟環境條件來分析水資源平衡關系。
