審前程序是指人民法院受理民事案件后至開庭審理前，在法官的指導監督下，通過當事人相互交換各自的主張、請求，收集、交換證據，發揮過篩分流作用，使一部分案件于庭前獲得解決，對需要開庭審理的案件通過排除無爭議的證據、事實、主張，明確事實問題、證據問題和案件的爭議焦點即審理對象，為公正高效地集中庭審作好準備的訴訟活動。
