本文採取理論分析與試驗比較相結合的方法，首先對黃河公伯峽水電站右岸導流洞改建為永久式內消能泄洪洞的四個較大設計方案進行了水力特性的試驗研究與體型優化，在此基礎上，向建設單位分別提供了豎井旋流內消能的推薦方案與水平旋流內消能的推薦方案。
