本文在界定小城鎮概念內涵與研究對象的前提下，對小城鎮用地有序擴張的理論依據做了介紹，在全面分析影響小城鎮用地擴張動力因素的基礎上，對小城鎮用地有序擴張與無序擴張進行了辨識，建立了小城鎮用地有序擴張的綜合評價指標體系，並運用模糊數學軟體對湖北黃陂灄口鎮用地擴張的有序性進行了模糊綜合評判，最後提出小城鎮用地有序擴張的若干對策建議。
