在貿易政策部分，本文對相關的貿易理論，包括傳統主流的貿易理論（比較成本理論、要素稟賦論和產品生命周期論） 、幼稚產業保護論、 「新」貿易理論和競爭優勢論，進行評介的基礎上，提出了我國在經濟全球化下為促進工業結構升級應採取的貿易政策：一方面應充分發揮我國的比較優勢，並將比較優勢轉化為競爭優勢；另一方面指出幼稚產業保護論的不適用性，但仍可以借鑒戰略性貿易政策的一些合理之處。
