同時由於世界貿易組織對電信問題曾進行了多輪談判，其簽署的相關文件實際上成為電信國際貿易的準則，本文主要介紹了基礎電信協議的大致內容及對各國電信業的影響。加入世界貿易組織之後，中國電信服務業面對來自世界各國電信企業的競爭壓力，本文從加入wto后中國電信業的開放框架入手，分析了中國電信服務業的現狀和存在差距，並論證了中國應積極參與電信頒域國際競爭的觀點，其中既包括中國參與國際市場競爭的可行性，又包括其必要性。
