第二部分主要是分析目前布拖縣在普及義務教育方面現存的問題。認為其主要問題是：幹部群眾對普及義務教育認識不夠、學校辦學條件差、彝族女童入學狀況堪憂、教師數量不足且素質低劣、整體教育質量偏低等等。在揭露這些問題的同時，從文化傳統的角度分析造成這些問題的深層原因。
