其次，筆者從三個方面：即反壟斷立法的時機問題、行政壟斷是否應由反壟斷法規制問題、反壟斷法是否反規模經濟，向大家簡要綜述了在反壟斷立法工作中的各種學術觀點，然後，從中航油壟斷這一實例、國外反壟斷的做法以及我國經濟發展的需要這三方面揭示了我國現行反壟斷法的不足，進一步顯示出我國反壟斷立法的必要性與緊迫性。 -
