This paper examines two major criteria of distance learning, i. e. ims ( instructional management system ) and celts ( chinese e - learning technology standardization ). in addition, it discusses the two important mechanism of ims celts - learning resource meta - data and content packaging and how to realize courseware sharing and reuse based on these two mechanism. next, the paper studies the drawbacks of the present courseware, and indicates that it must comply with ims celts for the realization of courseware sharing and reuse
