    根據慶陽特殊的地表結構和城鎮發展受兩側山體限制而沿交通線與川區無限蔓延的現狀，筆者認為在慶陽城鎮建設中不應完全排擠窯居的存在，而是要強調城鎮與窯居的共生，並設想充分利用兩側陡坡地帶發展居住組團模式，建設新型「爬坡式覆土窯洞」建築群落，這種「城鎮型窯洞」可作為城鎮建設空間橫向的延續和拓展，防止城鎮呈線狀無限蔓延的畸形發展態勢；提倡運用現代科學技術對傳統窯洞民居進行改造與創新，要加快新式窯居的試點建設；建議積極開發慶陽窯洞旅遊資源，並提出了「窯洞地產」和「綠色窯洞產業」的全新概念。
