在理論分析的基礎上，文章提出高校科技創新能力是由創新基礎能力、創新投入能力、創新產出能力、成果轉化能力和環境支持能力構成，建立了一套高校科技創新能力的評價指標體系，並結合1997年至2001年高等學校科技統計數據，運用組成分分析法，對華東六省一市的高校科技創新能力進行了綜合評價，具體研究了福建省高校科技創新能力的情況，明確了福建省高校科技創新能力在華東六省一市中的位置，並得出結論與啟示。
