    本文針對我國鐵路運輸企業在運價形成機制和價格策略方面存在的政企不分、機制僵化、決策緩慢、運價管理體制與市場經濟現實不相適應、營銷價格策略缺乏整體觀念、運輸企業的公共屬性與企業屬性如何有機結合等問題，從我國鐵路運輸企業實際出發，借鑒國內外改革先進經驗，對我國鐵路運價形成機制和價格策略改革的目標、措施、步驟進行了理論上的探討，在對問題作定性和定量兩方面研究的基礎上，提出了對策建議。
