According to the above idea, this thesis firstly summarizes the relative basic theory and method literature ; secondly after analyzing the science & technology work actuality of higher education schools of hebei province, it establishes the evaluation project which is made up of innovation capacity, organize capacity and environment supported capacity, and it progresses the specialist questionnaire ; then, it evaluates the input - output efficiency and the development speed of the higher education schools science & technology work of hebei province ; and then it takes an elementary design about evaluation software system ; finally, it concludes and prospects the study
依據上述思想，本文在具體研究內容上，首先對高校科技工作評估的相關理論基礎與文獻進行了研究與綜述；然後在對河北省高校科技活動現狀進行分析的基礎上，建立了由高校科技創新能力評估、高校科技投入產出效率評估和高校科技發展速度評估三部分相結合組成的河北省高校科技工作評估方案，並進行了專家問卷調查以獲得方案認可程度及相關意見；接下來是進行實證分析，對河北省各高校的科技投入產出效率和科技發展速度進行評估，並進行了綜合分析；然後是高校科技工作評估軟體系統的初步設計；最後是總結與展望，總結本文所得出的主要結論，展望進一步可以從哪些方面研究。 -
