但是，迄今為止，學術界的研究還比較片面，大多限於某個層次的研究，如：試圖尋找特定旅遊目的地旅遊業發展與犯罪之間的數字關系；旅遊與犯罪是否存在相互關系，其關系是必然的還是偶然的；旅遊業發展對社會和經濟造成的負面影響；不同類型旅遊者的行為模式及其成為受害人的可能性；旅遊目的地激發犯罪的環境因素等。本文從旅遊活動的特殊性出發，結合犯罪學的相關基礎理論知識，明確提出了旅遊犯罪和旅遊犯罪學的概念，並初步構建了旅遊犯罪學的學科體系。
