論文以國家創新體系為理論框架，結合發展中國家技術能力理論的演進觀點，從跨國公司、本土中小企業、人力資源和科技行政體系四個環節剖析馬來西亞技術發展與經濟實績、創新制度演變的關系，從制度演化的角度分析不同經濟發展階段馬來西亞創新系統四個主要環節里各創新主體的相互作用，試圖突破傳統上僅從研發角度或技術政策出發的線性分析思路。
