    本文結構共分為三個層次:一是我國投融資體制概述,主要述投融資基本理論,回顧我國投融資體制的沿革及發展;二是在詳細回顧電力行業投融資體制沿革的過程中,總結和提煉電力行業投融資體制存在的主要問題。三是針對當前電力行業投融資體制存在的問題,在簡要分析其原因的基礎上,從觀和微觀兩個方面,提出了改進和完善的思路和對策,即觀上深化電力體制改革、深化電價改革、調整投資結構,微觀上健全項目風險約束機制、廣開企業融資渠和重視企業的資本運營。
