在社會主義市場經濟條件下，實現教育公平的基本措施主要有：大力發展生產力，為實現教育公平的奠定堅實物質基礎；加強政策引導，通過實施義務教育均衡發展的政策，改革高考招生錄取政策，調整教育評價政策，促進教育公平；完善社會主義教育法，給教育公平提供法律保障，即通過加強教育立法工作、調整與教育公平發展不相適應的法律法規，嚴格按法律保障教育公平：深化體制改革，通過改革辦學模式、改革教育投資體制、改革教育管理體制來推動教育公平的發展；通過利益補償以縮小教育的不平等，要對貧困落後地區教育發展實行扶助和傾斜政策，推進薄弱學校改造工程和加大扶貧幫困力度，以促進教育公平的實現。
