四川電網的二灘水電站和500kv輸變電系統投入運行后，由於二灘水電站的大量電力遠距離輸送至負荷中心，迫使負荷中心的火電機組在豐水期大量停機，使負荷中心失去電壓支撐，大大降低了電網的電壓穩定水平；同時，因為四川電網中的無功補償裝置全為靜態無功補償電容器（或電抗器） ，這些設備只能在系統正常運行狀態下起到無功補償和電壓支撐的作用，而在電網出現事故時，不但不能起到電壓支撐作用，反而會促使電網電壓崩潰事故的發生。
