    當前，全國各地都在大力發展文化旅遊，有的地區的文化旅遊資源得到了合理充分的開發，但總的來說，國內大多數的地區的資源開發還存在許多問題：有些資源尚未得到充分的開發，資源優勢還沒有轉化為文化優勢；有些旅遊經營者缺乏戰略眼光，造成對文化資源進行掠奪式的開發，甚至破壞了文化資源；體制還不健全，資金投入不足；有些旅遊者的旅遊消費力還不高。
