為此，全文共分為三章：第一章主要介紹了產業融合的一些基本概念，並對發生在信息產業內部的融合現象分別作了說明；第二章介紹了一些主要的規制理論，並列舉了電信產業規制體系的一般性框架；在本文的第三章，在簡要綜合了其他電信產業改革比較發達國家在電信產業政府規制改革方面所採取的一些代表性措施后，重點對中國以往在電信產業規制實踐中所採取的一些具體措施和中國電信產業規制現狀做了內容提要較為詳細的論述，並結合產業融合的現實要求，分析了中國電信產業政府規制改革中存在的一些問題，最後針對這些問題提出了今後中國政府電信產業規制改革的方向和應該採取的一些具體措施。 -
