    本文針對民用飛機研製的現狀及存在的問,提出了必須建立現代項目管理理念,用項目管理的思想來改進民機研製的管理流程:針對民機的復雜性,結合項目管理常用組織結構和民機研製項目現有的情況,對民機研製的組織結構進行了重組,建立了基於「四坐標」管理的強組織結構;在對民用飛機研製的管理工作充分分析的基礎上,按項目的生周期,用項目管理的方法對民機研製的管理流程進行了研究,建立了新的、符合項目管理要求的民機研製項目總體流程;研究了民機研製項目具體工作流程。
