本文先分析了在新的歷史條件下行政幹部工作方式以及任務組織方式受到的影響與挑戰，並在以往管理綜合能力模型的基礎上，嘗試構建了一個符合中國特色的、能與組織人事部門考核、選拔幹部要求一致的省級行政處級幹部管理綜合能力模型。In order to resolve these problems, we have made thorough studies about the research achievements on the teacher employment at home and abroad ; about the successful experiences of the developed western countries such as the united states of america and the great britain as well as about the successful practices carried out by the schools in the developed cities in china. based on the thorough studies, we have put forward our conceptions about the further reform of the teacher employment system carried out in the primary and middle schools in the rural regions. that is, the conception about the aims for the reform ; the conception about the contents for the reform and the conception about the model - the dynamic full contract employment system
針對目前農村中小學教師聘任制改革過程中存在的問題，通過研究國內外教育家有關中小學教師聘任制方面的研究成果，西方美英等發達國家中小學實施教師聘任制的成功經驗以及中國發達地區中小學實施教師聘任制的改革實踐，本文提出了農村中小學深化教師聘任制改革的階段性目標、深化改革的內容、教師聘任制的模式? ?動態全員合同聘任制，以及推行教師聘任制的配套改革：全面實施教師資格證書制度是推行動態全員合同聘任制的條件；實施教師人事代理制是推行動態全員合同聘任制的難點；教師職務評聘分開是推行動態全員合同聘任制的重要環節；公式撥款、工資總包干是推行動態全員合同聘任制的關鍵；完善社會保障體系是推行動態全員合同聘任制的重要保障；分析了深化改革過程中骨幹教師流失的原因並提出了解決這些問題的對策。These systems are of many different kinds, complex and language, which may be based on different operation systems software systems and languages, consequently, different degrees of the isolated information islands problems emerges. this thesis proposes the program of the military information platform based on web, which aims at integrating these branch systems into a whole, coordinating integrated system so that the potential and power of each system can be appropriately and fully based to realize the unification of military power. in the thesis, the background, ways of realization, models of design and the significance of soa are discussed ; secondly, the j2ee standard and the technique in the development of packages are introduced, more comphasis is put on the principles, frameworks, basic techniques and the status quo of web service which mostly enbodies
論文首先討論了soa的時代背景、實現方式、設計模式和重要意義;其次介紹了j2ee規范和組件開發技術，闡述了最能體現soa的web服務的原理、框架、核心技術及研究現狀;在此基礎上，從信息革命和軍隊信息化建設面臨的挑戰出發，提出了構建軍事信息平臺的設想，以實現局域網、骨幹網和全軍綜合信息網的無縫連接;並詳細論述了平臺的設計思想、體系結構、總體設計和功能模塊，同時分析了為什麼要將原有的信息系統遷移到新的信息平臺和如何將原有的業務系統封裝為web服務，並發布到注冊中心供他人;接著利用實驗中的一個例子，對web服務的理論、實現和開發環境進行了系統的說明;最後對信息平臺的安全管理和web服務的安全性技術進行了初步探討。
