產生這種結果的原因大致主要有三點：一是中國企業盡管意識到技術引進和學習的不足，但沒有切實可行的應對措施，這與理論研究的滯后性是有關系的；二是對跨國公司而言，技術轉移會使他們失去對潛在競爭者的技術優勢，因此他們往往選擇保守的做法（僅提供簡單技術或者設置技術壁壘等） ，而且，這種風險在對技術知識產權保護不利的中國無疑更大；三是中國的產業結構還比較粗放，市場競爭也不夠規范，對領先技術和高科技缺乏足夠的吸引力。
